Toys? Yeah, maybe, but they've gained respectability over time. Both the tin whistle (also called the "penny whistle" cuz you could buy them long ago for a penny) and the slide whistle began production in the 1800s, and both can be found in 20th century rock and folk. In the '60s/'70s they were heard in song infrequently, but hey...as usual we are excavating the few that exist. And now, a poem from the '40s:
"Whistle while you work, Hitler is a jerk..
Mussolini
bit his weenie,
Now it doesn't work!"
